In early March, book Strategic Planning in Regions and Cities of Russia: Post-crisis world and the new challenges for strategic territorial agendas / Reports of participants VIII All-Russia Forum Strategic Planning in Regions and Cities of Russia, St. Petersburg, 19-20 October 2009 Scientific Editor doctor of economic sciences. B. Zhikharevich - St. Petersburg.: International Centre for Socio-Economic Research "Leontief Centre", 2010. - 152 pp. was published.
The publication captures the state of territorial strategic planning in Russia at the end of 2009, as reflected in the reports of VIII All-Russia participants of the forum Strategic Planning in the Regions and Cities of Russia. Reports are grouped into 6 sections. The first three contain material on the experiences and issues of strategic planning at three levels: national, regional and municipal. Subject information and information technology in strategic planning combines materials of the fourth section. The fifth section contains texts on such topical issues as innovation, branding areas, clusters. The sixth section is devoted to strategies for coastal areas. In addition, the collection included a summary of the Forum and the Forum's recommendations. Compilation VIII sent to the participants of the Forum, representatives of federal ministries and agencies, regional and local authorities, city-forming companies, members of the Club of strategists, as well as a full member of the Association for Economic Development (ASSET).

The report Paradoxes of the Global Crisis was made by Dmitry Shuster, managing director of investment bank Credit Agricole CIB. The report is less a presentation of his book as an attempt to give a new streamlined look to the global crisis - with the evidence and explain the behavior of the main agents.
Questions and comments were made L. Savulkin, D. Kadochnikov, L. Limonov, P. Usanov, P. Grebennikov., A. Zaostrovtsev.
The next meeting of the seminar will be held on April 6, 2010. The report Successes and Failures of the State Statistics of Russia will speak I. Eliseeva, Corresponding Member of RAS, Director of the Sociology Institute of RAS.

Application round and competitive selection of students of St Petersburg higher educational institutions for training in the Leontief Centre in the framework of Association of Russian Economic Think Tanks (ARETT) University Project was finished.
The first stage was filed 22 applications with students of 5 higher educational establishments of St. Petersburg (St. Petersburg State University, St. Petersburg State University of Economics and Finance, St. Petersburg State Polytechnic University, St. Petersburg State Engineering and Economics, North-West Academy of Public Service). After a competitive selection for an internship invited 11 students from 4 universities. It is currently preparing documents for contracts.
During the internship, students will perform work under the ongoing projects Leontief Centre:
• Preparation of IX All-Russia Forum of Strategic Planning Leaders' Strategies for upgrading and modernization strategies;
• Territorial Strategic Planning as an instrument of regional policy (review of current practice);
• Information and analytical support for the program of the CouncilNCM Development Cooperation of local authorities in Northwest Russia and the Nordic countries;
• Economic policy sub-federal level during the crisis and the beginning of recovery (for example NWFD);
• Identify the influence of the quality of public administration subject to the federation on socio -economic development;
• Preservation of cultural heritage and its use in Russia.

07-09.12.2005 The BSR INTERREG III B Steering Committee 11th meeting was held in Lillehammer (Norway) on December 7th-9th 2005. M.V. Perov (RF Ministry for Regional Development), O.V. Klimov (Novgorod Oblast Administration) and I.A. Karelina (Leontief Centre) – as Responsible Secretary of the BSR INTERREG III B NP Russian National Sub-Committee – are Steering Committee members. I.A. Karelina presented Russian side on the meeting held on December 7th-9th 2005. Main aim was to select projects – winners of the 8th application round. As the result 28 applications including 25 with Russian participation were approved.
