N.Y. Oding, Head of Research Department, and L.I. Savulkin, Senior Researcher, participated in the seminar Investment and Business Climate in the Russian Federation: Regional Perspective, which was held in Shuvalovsky Palace (St. Petersburg).
The Seminar was carried out in the framework of the Programme of Investment Committee and Task Force on Corruption of the Organization for Economic Cooperation and Development. North-West Investment Agency participated in the Seminar organization. Main aim of the Seminar was to hold consultations for representatives of authority bodies and businesses, which are required for improvement of investment climate and carrying out of active anticorruption policy. The European Commission provided financial support.

The annual meeting of the Russian Economic Think Tanks Association (ARETT) took place on October 29th 2005. I.A. Karelina, Leontief Centre President participated in the meeting and once again was elected into the ARETT Management Board. Following questions were discussed during the meeting:

  • Annual report for 2004 concerning Association activities
  • Report of Control and Revision Commission. Elections of the Commission for 2005
  • Specification of entrance and annual fees for Association members and annual fees for observers for 2006
  • Admission of new candidates to become Association observers
  • Transformation of several centres form observers to members
  • Elections of Management Board for 2006
  • Elections of the President for 2006
  • Proposing of amendments into the Statement about Control and Revision Commission

Russian Economic Think Tanks Association (ARETT) in cooperation with Moscow Public Scientific Foundation and the United States Agency for International Development (USAID) carried out the Conference ‘Russia in a Quarter of the Century – Development Strategy devoted to the discussion of important problems for Russia development, its long-term strategy and future priorities. The annual meeting of the Russian Economic Developers Association (ASSET) was carried out in the framework of the Forth All-Russia Forum of Strategic Planning Leaders in St. Petersburg.
N.A. Lebedeva, ASSET Executive Director, made a report concerning activities of the Managing and Executive Boards of the Russian Economic Developers Association (ASSET).
68 ASSET members participated in the meeting.
Following trends of Association activities for 2005-2006 were approved as a result of discussion and presentations of ASSET members:

  • Institutional strengthening of ASSET (search of grant financing)
  • Promoting of ASSET professional interests in legislative and executive authority bodies at every levels
  • ASSET branding
  • Developing of the questionnaire and carrying out of the survey of ASSET members to reveal Association services needed

Zaostrovtsev participated in the International Conference Planning of the Reforms and Institutional Changes in Russia, which was carried out by the St. Petersburg State University Higher School of Economics.

Savulkin participated in the seminar devoted to the presentation of the book “Institutions and Economic Theory: The Contribution of the New Institutional Economics (Economics, Cognition, and Society)” by E.Furubotn, R.Richter. The Seminar was carried out in the School of Management of St. Petersburg State University.

I.A. Karelina, Leontief Centre President, and L.E. Limonov, Director-Coordinator of Research Programs participated in the Expert Seminar Approaches and Methodology of Elaboration of Long-Term Strategy for RF Subjects Development: New Strategic Planning Standards at Regional Level, which was organized by Centre of Strategic Research – CSR (Moscow).
The Seminar was held in the framework of elaboration of the Program aimed at development of new strategic planning standards at regional level, which is CSR responsibility. Leontief Centre is one of the founders of the CSR. Representatives of the RF President Administration, Federal Assembly of the Russian Federation, RF Government, federal ministries, services and agencies, executive authority bodies of the RF subjects, expert and analytical organizations participated in the Seminar.

He made a report Think Tanks and Instruments of its Influence on Authority Policy.

L.I. Savulkin, Leontief Centre Researcher participated in the Conference History and Memory, which was held by Goethe Institute.  The Conference was devoted to the 60th Anniversary of the Second World War.

A.R. Batchaev, Senior Researcher of the Territorial Strategic Planning Department participated in the expert meeting of the World Bank and European Union in Republic of Kalmykia. The visit took place by the agreement of the Office of the Plenipotentiary of the RF President in the South Federal Region and Republic of Kalmykia Administration. Experts were initiated with organization of public sector, approaches to preparation and implementation of main program planed documents, cooperation between authority bodies and outcomes of economic and social sphere development. During the visit the experts had meetings with A.K. Mandzhiev, First Deputy Chairman of Republic of Kalmykia Government, E.E. Badmaev, Head of Republic of Kalmykia Administration, management staff of main republican ministries, representatives of business associations, research and public political organizations. Recommendations on improvement of the system of public sector organization, on turning to the main principles of strategic planning and result oriented management will be prepared as the result of the meeting.

B.S. Zhikharevich, Head of Territorial Strategic Planning Department of the ICSER Leontief Centre, participated in the meeting carried out by the Administration of the RF President in the framework of activities of the Expert and Advisory Council of the Interdepartmental Task Force on Kaliningrad Oblast Development. Suggestions on specification of the project law About Special Economic Zone in Kaliningrad Oblast approved in the first reading by the State Duma under the Federal Assembly of the Russian Federation were discussed. As the result of the meeting a note to the President of the Russian Federation characterizing the correspondence between the project law and trends of Russian-European integration, RF trade agreements (including WTO) and strategic perspective of Kaliningrad Oblast Development as a pilot cooperation region of Russia and EU will be prepared.

A book Quality of Life of St. Petersburg Population: 1990-2004/ K. Muzdybaev. ICSER Leontief Centre, 2005, 144 p. has been published.
Changes in quality of life of St. Petersburg population for 1990-2004 (annual dynamics of revenues, subsistence wage, consumption of foodstuff, clothes quality, household goods, housing, health level, satisfaction with life, emotional pains etc) were analyzed in this book. All information on St. Petersburg was compared with the information on Russia and Moscow.

A book The Actual Problems of Russian Economic Development/ Editor: L.E. Limonov has been published.
The collection was prepared on the basis of reports presented during the fifth annual Leontief Readings Actual Problems of Russian Economic Development, carried out in St. Petersburg and devoted to the memory of the great scientists, economists, Nobel Prize winner Wassily. W. Leontief, which was held on the 10th-11th of February 2005 with participation of lead world and Russian scientists and practitioners.
All materials were published in the web magazine Leontief Readings: Actual Problems of Russian Economic Development – edition ¹3 and a book The Actual Problems of Russian Economic Development

The first kick-off meeting of main partners and participants of the Neighborhood Programme Developing EXcellence-DEX.  Excellence Centres Network for Sustainable Development in the Baltic Sea Region took place on the 26th-29th of September 2005 in Jyväskylä, Finland.
Markku Andersson, Mayor of Jyväskylä, opened the kick-off meeting. The Programme included:

  • Visit to the Center of Excellence - Jyväskylä Regional Development Company Jykes Ltd;
  • Participation in the Opening Ñeremony of St. Petersburg Business Centre in Jyväskylä
  • Visit to the Regional Council of Central Finland

The Task Force meeting of St. Petersburg Public Council on discussion of the draft Concept for St. Petersburg Social and Economic Development for Long-Term Period was carried out. B.S. Zhikharevich, Head of Territorial Strategic Planning Department; Director of the Resource Centre, and A.R. Batchaev, Senior Researcher, participated in the meeting.
B.S. Zhikharevich made a report concerning the development procedures and main statements of the draft Concept for St. Petersburg Social and Economic Development for Long-Term Period.
The Public Council was established according to the direction of St. Petersburg Governor from 18.10.2000 ¹ 1114-ð. One of the Council main aims is a conducting of the complex analysis and public expertise of the most relevant for St. Petersburg projects of legal acts, plans and programmes of City Government.

N.B. Zhunda, ICSER Leontief Centre Senior Researcher, participated in the Interregional Conference Implementation of the Strategy for City Izhevsk Sustainable Development: Experience and Tasks. His presentation in the framework of the plenary session was devoted to the problems of measuring results of strategic plans implementation.

The regular International Workshop Public Sector Reform: Searching of Ways to Improve Effectiveness was held in St. Petersburg. The Conference was held by the Association for Studies in Public Economics jointly with St. Petersburg State University in the framework of the annual meeting of the Association members. Representatives of the Leontief Centre actively participated in this Conference. L.E. Limonov, Director-Coordinator of Research Programmes of the Leontief Centre made a report Strategic Planning as a Precondition of Budgetary and Administrative Reforms.

In the framework of the Project E-skills for Russian SMEs the Conference How to Become an Electronic Company was held on the 23rd of September 2005 in the A.S. Popov Central Museum of Communications. During the Conference main outcomes of the implementation of the first stage of the European Union Project E-skills for Russian SMEs as well as perspectives of project development, enlargement of participants cycle and creation of the potential of consultants and SMEs, which cooperation will cause the synergy effect during implementation of the ICT progressive methods, were discussed. Elena Belova, Head of Development Department of the Leontief Centre and Tatiana Khabarina, Leontief Centre Consultant, made reports during the Conference.

In the framework of the Project Economy Deregulation and Removal of Administrative Barriers (EuropeAid Programme) a seminar Development of the Deregulation Policy and Removal of Administrative Barriers at Regional Level (experience of the North-West regions) was carried out with organizational support of the ICSER Leontief Centre. The Seminar was held by the Consortium including: IMC Consulting (Great Britain) – Consortium leader, ANO ICC Business-Thesaurus (Russia). Euroconsultants S.A. (Greece), EOTC - European Organization for Conformity Assessment  (Belgium).
Main aim of the Seminar was the discussion of problems concerned with deregulation policy development and removal of administrative barriers at regional level from the side of the North-West Region experience. Representatives of authority bodies, expert and business societies and all interested specialists participated in the discussion.
As a result of the seminar the suggestions on development of the state policy in the sphere of deregulation and removal of administrative barriers at regional level in the Russian Federation particularly, at the level of the North-West Region.

L.E. Limonov, Director-Coordinator of Research Programmes, participated in the meeting devoted to the problems on elaboration of the targeted system for social and economic Arkhangelsk Oblast development and indicators for its achievement, which was carried out in the Department on Economic Development under Arkhangelsk Oblast Administration. In September-November 2005 Leontief Centre experts will participate in this activities as well as in elaboration of recommendations on turn to programme targeted budgeting, which has been implementing in Arkhangelsk Oblast in the framework of the Moscow Bank for Reconstruction and Development (MBRD) Project Support of Public Administration Reform in the North-West Federal Region.

Leontief Centre President Irina Karelina, as a member of VASAB Committee and official representative of the RF Ministry on Regional Development participated in the Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region held on the 19th of September 2005 in Gdansk (Poland). During the Conference the Ministerial Declaration was signed.

The training seminar Enhancement of Accounting, Financial Reporting and Audit in the Public Administration Sector was carried out in St. Petersburg (Moscow Hotel). The Seminar was organized by FBK Company in cooperation with the RF Ministry on Finance jointly with the ICSER Leontief Centre and it was carried out in the framework of Subproject Budget Accounting, Reporting and Audit of the Project Technical Assistance for Budget Reform at the Regional Level.
Main Seminar aim was the education in the sphere of international standards of accounting, financial reporting and audit in the public administration sector, providing with information concerning Reform 2005 of budget accounting and reporting, budget classification, recommendations on turning to new documentations in the sphere of accounting and financial reporting, recommendations on organization of the accountancy process in the budgetary institutions. Recommendations on enhancement of accounting, financial reporting and audit in the public administration sector in the Russian Federation developed by FBK Company were also presented during the seminar.

Main aim of the competition is to increase financial literacy and trust level to modern financial institutions. An annual financial report St. Petersburg. 2004-2005/ St. Petersburg: Leontief Centre, 2004. – 84 p., Russian, English, has been published. Leontief Centre jointly with St. Petersburg Committee on Finances has been publishing this report since 1996 year.    The report contains of statistic, information and analytical materials concerning city economy, actions of St. Petersburg Administration, report about budget performance in 2004, St. Petersburg state debt, information about local budgets performance of St. Petersburg municipalities, characteristics of cooperation between St. Petersburg budget and federal budget and main indicators of St. Petersburg budget for 2005. The annual report was prepared on the base of information provided by the Committee on Finances, Goskomstat, St. Petersburg Legislative Assembly and St. Petersburg Administration as well as other official resources.

Belova, Head of Development Department, Academic Secretary, participated in the meeting with leader of the Europeaid Regional Capacity Building Initiative Project and with Project key experts on Russia, Byelorussia, Ukraine and Moldova to discuss the action plan. I.A. Karelina as Responsible Secretary of the Russian National BSR INTERREG III B Sub-Committee, proposed the amendments into the Action Plan according to the needs of the North-West Regions concerning the information support of their participation in cooperation with this Program.

Europeaid Regional Capacity Building Initiative Project is an EU funded project aiming to support participation in the Neighborhood Programmes in Border regions of Russia, Belarus, Ukraine and Moldova with EU/Candidates Countries.

B.S. Zhikharevich, Head of Territorial Strategic Planning Department, participated in the discussion of the report, which was made by Y.A. Perelygin, Director of the Department on Social and Economic Development and Territorial Planning of the RF Ministry for Regional Development. The report was about the Concept of Strategy for Social and Economic Development of the RF Regions, which was considered and approved during the meeting of the RF Government on the 30th of June 2006. Presentation of the report was carried out in the Centre for Strategic Research North-West (St. Petersburg)

A public seminar was held in Arkhangelsk in the framework of the joint project of the World Bank and Department on Economic Development of Arkhangelsk Oblast Administration. The Project is implemented with financial support of Finland trust foundation Support of Reform of State Control in the North-West Federal Region (TF 054829). Main aim of the first stage was to develop the system of indicators demonstrating execution of state functions by authority bodies of the RF subjects, which could become the basis of constructional dialog between regional administration, business society, civil society and scientific organizations concerning improvement of the State effectiveness. Set of indicators prepared during the project first stage was discussed on the seminar. B.S. Zhikharevich and L.E. Limonov, Leontief Centre representatives, participated in this stage of the project.

Leontief Centre President, who is also Deputy Chairman of the Managing Board of Russian Economic Developers Association, participated in the meeting of leaders of Economic Associations, which was organized by Association of Russian Economic Think Tanks. Main aim of the meeting was to discuss the problems of Associations development, analysis of common experience and opportunities of joint actions.

Presentation of the Russian edition of the annual World Bank Development Report 2005: A Better Investment Climate For Everyone was carried out on June 23rd in the Conference-Hall of the Leontief Centre (14, Izmailovsky pr.) in cooperation with the International Centre for Social and Economic Research Leontief Centre. Information support was provided by information agency RosBalt.
The World Development Report 2005: A Better Investment Climate For Everyone was presented by Mr. Warrick Smith, Lead Author of the Report, Director of the Group of WB Specialists on Preparation of the World Development Report 2005. During presentation in St. Petersburg Mr. Zaostrovtsev, Ph.D., Senior Lecturer of the Economic Theory Department, St. Petersburg State University of Economics and Finance, was Mr. Smith discussant.
55 participants – representatives of business and scientific society of St. Petersburg – participated in the Conference. The Conference was carried out with participation of mass media representatives – correspondents of IA Interfax, IA RosBalt, information bulletin Stockholm Region Office in St. Petersburg-Northwest Russia: Facts and Events, newspapers Peterburgsky Chas Pik, Economica I Vremya, weekly Delo.

The Report draws on surveys of over 30,000 firms in 53 developing countries, the Banks Doing Business database, country case studies, and other new research. It highlights opportunities for governments to improve their investment climates by expanding the opportunities and incentives for firms of all types to invest productively, create jobs, and expand. In the framework of services promotion of Russian economic think tanks the Institute for Urban Economics is planning to develop electronic catalogue of think tanks libraries.
The Catalogue will present a unified electronic Excel file. On each paper of this file a catalogue of one of the organization participating in the project will be presented. So this system will allow making search in catalogues of all libraries. After data reduction the CD with electronic catalogue will be sent to all project participants for using it at their own discretion (for example, during presentations, conferences, seminars and other activities). The task for every organization is to present Excel file. The renewal of electronic catalogue will be implemented every six month, then if needed, quarterly. Its expected that the catalogue will be popular as among specialists of local administrations as among students lecturers of high schools.

Leontief Centre has won a grant of Moscow Public Scientific Foundation and started implementation of the Project Economic Policy at Municipal Level During Reform of Federative Relations: New Opportunities and Restrictions. On May 30th – June 1st representatives of the Leontief Centre L.E. Limonov, N.B. Zhunda and O.V. Rusetskaya carried out in Novosibirsk the training for municipalities leaders as well as discussion and interviews with representatives of Oblast Administration to reveal  problems of implementation of local economic policy after adoption of the Federal Law About Common Principals of Local Self-Government Organization in the Russian Federation.

Representatives of authority bodies and municipalities, research and expert organizations of regions and cities of South-Eastern Finland, St. Petersburg and Leningrad Oblast were included into the membership of the Task Force. The Task Force was organized in the framework of implementation of Neighborhood Program between South-Eastern Finland and Russia in 2005-206 years. European Commission established this Program (as a part of INTERREG III A Program) on December 27th 2001. Main aim of the Program is to stimulate cross-border development between South-Eastern Finland and Russia as a bridge between East and West.

A book Medium-Term Financial Planning in Regions and Municipalities: Manual, Practical Recommendations has been published/ series Financial Planning Project. – St. Petersburg, ICSER Leontief Centre, 2005. – 240 p.
This brochure has concluded series of editions published in the framework of Financial Planning Project. The first part contains of training course concerning planning of territorial public sector. This course is destined for representatives of financial bodies. This manual was prepared on the base of analytical, normative and methodical materials developed during implementation of Financial Planning Project. The materials of final Project Seminar, which was carried out in November 2004 in St. Petersburg, are presented in the second part of the brochure. Main results of the Project, estimations of implementation practice in pilot regions and municipalities were discussed during the Seminar. Representatives of federal, regional and local authority bodies participated in the Seminar. This book is addressed to representatives of regional and municipal authority bodies.

A.R. Batchaev, Senior Researcher of ICSER Leontief Centre participated in the seminar Challenges of Urban and Regional Development, which was carried out in Jyvaskyla City (Finland). The seminar was held in the framework of the implementation of the BSR INTEREG III B Neighborhood Programme and Promoting Spatial Development by Creating COMon MINdscapes (COMMIN) Project.
The Seminar was organized by School of Business and Center for Business Services of Jyvaskyla Polytechnic Institute in financial cooperation with European Union. Representatives of Germany, Latvia, Russia and Finland participated in the Seminar activities.
Round table on problems concerning preparation and implementation of regional strategies, attraction of investment, improvement of business climate, development of tourism and information technologies was carried out in the framework of the meeting.

Specifically, draft laws About Concession Agreements and About Paid Motor Roads were discussed. Minister of Economic Development and Trade of the Russian Federation, Minister of Transport of the Russian Federation, World Bank Director on Russia Direction participated in the seminar.

Zhikharevich, Head of Department of Territorial Strategic Planning, participated in the round table Development of the Institutes of Public-Private Partnerships in Russia which was organized by the State University Higher School of Economics in cooperation with RF Ministry on Economic Development and Trade and the World Bank. Approaches to analysis of public-private partnerships (PPP) in Russia were discussed among experts interested in these problems. One of the aims is creation of the expert team, which in the future works under this direction in cooperation with the TF Ministry on Economic Development and Trade, where special action plan on PPP support in Russia is in the process of preparation now. Perspective research trends, outcomes and opportunities of international cooperation on researches concerning problems of employment and labor-market, education, social protection of the population, pension reform and social insurance, social services were discussed.

The XXXVI meeting of Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on the 22nd - 23rd of February 2005 in Copenhagen (Denmark). During the meeting questions concerning preparation of the Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region were discussed and the final date of carrying was determined – October 14, 2005 in Gdansk (Poland). Also the project of Declaration on Strategy of Baltic Sea Region Development was considered. In the frame of the meeting the Policy Document was discussed as main document of the conference.

Conference participants were heads of authority bodies of Samara Oblast and other RF subjects, deputies of the RF State Duma, specialists of the federal bodies, representatives of scientific, research and consulting organizations, lecturers of high schools.

On the 10th-11th of February the fifth annual Leontief conference Actual Problems of Russian Economic Development/ Leontief Readings was held in St. Petersburg.
Conference Organizers: ICSER Leontief Centre (St. Petersburg), Centre for Strategic Studies (Moscow), Association of Independent Centres of Economic Analysis (Moscow), RAO UES of Russia (Moscow), Carnegie Moscow Centre. Conference was held in cooperation with YUSITEK (Moscow) and information agency RosBalt.
There is an annual tradition in February of every year, in anniversary of Wassily W. Leontief death, Nobel Prize Winner, born in St. Petersburg, to organize the conference which joints together lead world and Russian scientists, politicians, experts, specialists, mass media, dealing with actual problems of Russian development, with the purpose to present their own vision of key political, social and economic problems of Russia reforming, establish the dialog and exchange of views.
The first session of the Conference was Trends of Structural Reforms in Russia during which problems and trends of reforming of pensionary, tax, budget, administrative systems, reforms of housing and communal services, monopolies and public sector were discussed.
Economy of the State and Law is another thematic session of the conference. In the framework of this session the questions of proprietary, regulation and deregulation, constitutional economy, privatization and nationalization, civil society and public-private partnership were discussed. 
Due to existing tradition Conference Programme included session devoted to the regional problems. Themes and discussions in the framework of this session were connected with the questions concerning local economic policy, including problems of centralization and decentralization, development of market institutes or detailed planning/ regulation, links with programme target budgeting, regional characteristics and typologization of approaches, problems of estimation of effectiveness, links with spatial planning.
The Conference was carried out on the threshold of 100 Anniversary form the birth of W.W. Leontief. The Third Ceremony of Awarding with medals in name of Wassily Leontief took place in the framework of the Conference Programme.
Total number of participants – 120.

Main aim of the Expert Council is definition and discussion of the problems of legal regulation and law enforcement practice in the sphere of local government and social and economic development of municipalities; elaboration of suggestions and recommendations on legal support of local government development and municipalities in the Russian Federation. Boris S. Zhikharevich, ICSER Leontief Centre, Territorial Strategic Planning Department, Head, became a member of the Council.

This publication fixes the state of territorial strategic planning in Russia at the end of 2004 presented in the reports of participants of the Third All-Russian Forum of Strategic Planning Leaders. The materials are structured in 4 sections. In two first sections the definite examples of particular cities/ districts or regions are presented on the base of reports of direct participants of strategic planning.  The emphasis was focused on problems of control of plans implementation, quantitative indicators of goals achievement. Second section was devoted to projects based on the principle of public-private partnership, which is more adequate to strategic goals achievement. The third section contains of materials concerning projects of donor and consulting and educational organizations in the sphere of strategic planning. The fourth section jointed reports of common, methodological and methodic character. This book will be useful for practicians of strategic planning, students, and lecturers.
