Best Practices for Reforms at the Regional and Municipal Levels in Russia was edited. Analysis of Sub-Projects of International Financial Organizations .– St. Petersburg: ICSER Leontief Center, 2009.– 264 p.

This publication was prepared based on a sub-project of the Program of Technical Assistance to Budget System Reforms at the Regional Level, which is implemented by the Russian Ministry for Finance with the World Bank Financial Support. The project aimed at improvement of regulatory frameworks and implementation of best practices on the different levels of budget system in the regions of Russia.

The publication contains analysis and examples of best regional and municipal practices in the implementation of investment programs, public debt management, development of market institutions, to social and economic change, including through the implementation of projects MFIs in the Republic of Tatarstan (r. Kazan), St. Petersburg and the Chuvash Republic. The publication contains methodological and regulatory materials, relevant best practice reforms in these areas.

The publication is intended for specialists of regional and municipal financial authorities, as well as other governing bodies of regions and municipalities. Materials publications may not reflect the official view of the Ministry of Finance and the World Bank.



Regional and Municipal Financial Management / Manual for teachers.– St.Petersburg: ICSER Leontief Centre, 2008. — 53 pages.

The Manual was prepared by the consortium of consultants from Leontief Centre and “RBC−Centre” Ltd. in the framework of the Sub-Project Trainings for Regional and Municipal Financial Officers in the framework of Municipal Reform Implementation and Separation of Responsibilities. The Project is a part of the RFTAP program implemented by RF Ministry of Finance in cooperation with the World Bank.

Manual comprises learning and methodological materials on qualification upgrading programmes for regional and municipal financial officers (including distance learning programmes), initiated by RF Ministry of Finance and carried out in all Federal Okrugs in 2006-2008 .

Targeted on teachers in public finance with the goal of further dissemination of the results and experiences of qualification upgrading programmes for financial officers.

Medium-Term Financial Planning in Regions and Municipalities: Manual, Practical Recommendations has been published / series Financial Planning Project. – St. Petersburg, ICSER Leontief Centre, 2006. – 240 p.
This brochure has concluded series of editions published in the framework of Financial Planning Project. The first part contains of training course concerning planning of territorial public sector. This course is destined for representatives of financial bodies. This manual was prepared on the base of analytical, normative and methodical materials developed during implementation of Financial Planning Project. The materials of final Project Seminar, which was carried out in November 2004 in St. Petersburg, are presented in the second part of the brochure. Main results of the Project, estimations of implementation practice in pilot regions and municipalities were discussed during the Seminar. Representatives of federal, regional and local authority bodies participated in the Seminar. This book is addressed to representatives of regional and municipal authority bodies.

Leontief Centre jointly with St. Petersburg Committee on Finances has been publishing this report since 1996 year.    The report contains of statistic, information and analytical materials concerning city economy, actions of St. Petersburg Administration, report about budget performance in 2004, St. Petersburg state debt, information about local budgets performance of St. Petersburg municipalities, characteristics of cooperation between St. Petersburg budget and federal budget and main indicators of St. Petersburg budget for 2005. The annual report was prepared on the base of information provided by the Committee on Finances, Goskomstat, St. Petersburg Legislative Assembly and St. Petersburg Administration as well as other official resources.

Published annually since 1998 by the Leontief Centre in collaboration with the Finance Committee of St. Petersburg City Administration, the ft. Petersburg Budget Brief is a compilation of key budget figures, including itemized revalues and expenditures. The Brief highlights the interrelation between St. Petersburg city budget, local budgets and Russias federal budget.

Conceptual bases of medium-term financial planning, which give an insight on its aims, objectives, approaches and methods and are developed further in specific methodic recommendations, are presented in this book. 
Methodic recommendations include sections devoted to prognosis development of revenues and expenses of territorial budgets, calculation of interbudgetary transfers, prognosis of state debt liability etc. Methodic recommendations open the content of main steps and concrete plans which develops the system of medium-term financial planning in close cooperation with social and economic planning and budget process in region and municipality.
The book is addressed to employees of territorial administration bodies at regional and municipal levels.



Regional Finance Planning: Review of International and Russian Experience. Finance Planning Project. – St. Petersburg: ICSER Leontief Centre, 2003. – 104 pp. here
The edition was prepared according to materials of Finance Planning Project (2002 – 2004), which was organized by consortium of consultants (ICSER Leontief Center, St. Petersburg), Center of Informational Technologies (St. Petersburg), Science and Charity Fund “Expert Institute” (Moscow). The project is a part of the Program of technical assistance to budget system at regional level realized in cooperation with World Bank of Reconstruction and Development. Main aim of the project is rendering of technical support to improve quality control of regional finance on the base of long-term financial planning in the subjects of RF.   Three regions of RF – Vologda Oblast, Chelyabinsk Oblast, Republic of Chuvashiya - participate in this project. Review of international and Russian experience in sphere of regional financial planning is represented in this book. Also were analyzed aims and problems of long-term financial planning, methods and systems at state and regional levels in developed countries and counties with transition economy. Russian experience is analyzed on the base of St. Petersburg, where reforming of budget system and implementation of medium-term financial planning began in 1996. An order of financial plan development, scheduled figures and directions of improvement of financial planning experience are represented in this book. The book is addressed to employees of public administration, representatives of regional legislative bodies and also to lectures and students of economic high schools.



St.Petersburg within the Russian Federation budget system. (256 pages) by A.V. Belov and S.V. Demin was published. Publisher: ICSER “Leontief Centre”.
The authors are the St.Petersburg University economic faculty 1981 graduates.  Andrey Belov has been working as a councillor on economic relations with Russia in The Hokkaido Bank (Sapporo, Japan) for several years, and lately has been filling a position of an assistant professor of the Fukui Prefectural University (Fukui, Japan). Sergey Demin has been working in the St.Petersburg Administration Finance Committee from1992, since 1996 being the Committee Deputy Chairman.
The Monograph is devoted to the issues of budget federalism. Relations between Russian federal, regional and local budgets concerning distribution of income, expenditures and financial aid are discussed. Special attention is given to St.Petersburg within the framework of budget federalism. Considerable statistic data is given. The book can be recommended to the readers interested in financial problems of St.Petersburg, to managers, politicians and experts of other RF regions, students and universities lecturers.

This monograph identifies and reviews the causes of St. Petersburgs 1996 financial crisis, and the steps, taken in 1996 through 1998, that helped the city recover. The paper features previously unpublished disclosures about the state of the citys treasury in those years..



Budget for Everyone. S.V. Demin. A monograph in Russian, St. Petersburg: Leontief Centre, 2001. - 191pp. 
This monograph familiarizes the reader with the budget structure, and the stages of budget drafting, approval and performance, citing numerous historical precedents from other economies world-wide. The monograph also discusses St. Petersburgs current budget practices in detail.
